I guess it's just everyone's perception of what different words mean. For me "moderate" would mean carefully removing the old shellac with alcohol, preserving as much as possible of the stain/color below. Sanding down to me would be heavy restoration that I would do as a last resort - maybe short of replacing bigger parts of wood etc. As long as the case s solid I prefer to leave as much of the original finish/stain/patina in place as possible. This equipment was originaly made Brand New and was always intended to be used in that condition.
Unfortunately, the passing of time can and does deteriate its condtion. Some equipment can be well looked after or stored away for years and then taken out and be used as it was meant to be used. However, some equipment does not stand the test of time very well and so its use has been deminished, due to rust, wood rot, splitting, warping, mechanical problems etc.
I think doing a "moderate" restoration of a piece of equipment that if very deteriated, partially brings back its initial intended purpose in life.....to be used.
Restoring to close to what is was can be a lot of work but hopefully the end result will be pleasing to the eye and ear and the equipment can then be used as was first intended.
By "moderate" I mean that the wood should be sanded down to a level that can show some grain and then preserved, via what ever means is available today.
