This old photograph is something of a mystery, as I cannot decipher what is written on the placard.
The presence of a man in uniform suggests WW1, and he is possibly collecting for a charity.
As often happened in those days, the locals have turned out for the photographer.

Great photo. Thank you for posting it.
I have run it through GIMP, applying filters and adjusting contrast, etc, and the best resolution for the placard I can get suggest that the first letter of the bottom row of text is a capital P. Everything else looks like an optician's chart viewed with my glasses off. Not very helpful. Sorry.
