Well done George and Jeff, you were correct, it is paint stripper. I just returned the gramophone and met the neighbours son who had stripped the cabinet with paint stripper in 1972 when he was 16. He had applied the stripper and got distracted. When he returned it had all gone hard. Most of it was then stripped again . He got bored and the areas that were not visible were left.
Both the motor springs were broken and were replaced. It hasn't been played since the 1980's so they were happy to have it singing again.
