I think the wood was stained to look like mahogany (as in the top panel) and someone stripped it. That banding might be decals that survived the finish removal. Anyhow, I'd bet the machine is European

Probably one of many cheap unbranded UK machines built by or for furniture shops using bought in mechanical components.
