It looks like a rare Columbia Type BC "Sound-Magnifying" Graphophone.

These machines are a bit touchy to get running properly, but when they are sorted their reproduction is not only loud, but quite lifelike. The rubber shoe which ribs against the rotating Amber reel quite effectively damps out most diaphragm resonances
