It is a very interesting piece. However that is not a 1920s paper mache Nipper. It is 1930s-40s.

The cast iron "Turntable" is stamped Victor Talking Machine Company. Wouldn't a 1930s-1940s piece be marked something like RCA, RCA Victor, or (in some cases) Victor Division?

I could be wrong but I was wondering. Perhaps the crank-powered base is old but Nipper has been replaced?

Well a valid point on the RCA labeling after 1929. So to that point that particular paper mache Nipper was actually made in the 1940s. I looked it up again in the Vol. 1 Nipper book on page 3-31 just to be sure. The metal base does not look like a Victor product at all to me at all. Especially that crank and escutcheon is not Victor. In fact going to the ebay page and seeing the close up photos. That dog is sitting on orange felt, the letters are glued to the felt. A good looking piece but homemade in my opinion.
