I would suggest replacing the bracket. If the arm is not centered on the pin, then the seal around the base of the taper tube is not airtight. Airtight-ness is the goal in all acoustical machines, and it is of utmost importance in Orthophonic machines. They do not perform at full efficiency until all air leaks are closed up. Even if you stabilize the bracket with J-B Weld it does not address the slop in the taper tube caused by the distortion of the bracket metal.

Don't pull the governor out until you relax the mounting screws a bit and see if the motor is in a bind. It may be something as simple as that.
