Me thinks "missing some sections" maybe the understatement of the day:

and do you think the reason it may be "seldom available at this price" might have something to do with the fact that ⅓ of it is completely missing?
Now I've seen some amazing repair work in my day, but is there any hope for this? You're pretty much building a new horn.

Actually I've seen Don Gfell do some miracles, so you never know.
¾ of a horn at a fraction of the price!
