The lid (with the center hole for disposing used needles) of my Victrola needle cup does not come off and doesn't even rotate at all. Does anyone know of any tricks/tips to remove the lid?

This happened to me a couple of times: when I removed the cap, the sides of the cup started to develop cracks and split apart. Other collectors have reported this issue.

On some designs of used needle container the lids were not intended to be removable. As OrthoFan says, just shake it.

As OrthoFan mentioned, there are 3 small vertical cracks from the edge of the cap about ¼ inch long at different locations around the cup. I'll just leave the cap in place and will shake out the used needles.
