It's office equipment for dictation. They survive in large numbers so they're neither rare nor expensive. They use 150 tpi, so they are not compatible with entertainment cylinders.

I should add that the shaving machines from this series are in demand by people who make home cylinder recordings, and the dictation cylinders can be cut down and shaved to be used with the entertainment machines.
