Just brought home a decent Victor horn elbow, appears to be brass. Never seen one of these before. Could it be the nickel plating has been worn off? It is not magnetic and the inside seems to have a silver plating.

I would first think about having the dents removed, (possibly by John, aka Ripduf1), before having any plating done. The bottom mounting flange also needs some work prior to plating. Honestly, you'd have a lot more money into it by going that route, than just buying a new one. That being said, I always prefer originals, when possible.
