That's a neat machine, looks like paper maché!

Papier Applique actually. Unlike Papier Mache which is a pulp, whole sheets of paper from various sources including old London telephone directories were laminated on a wooden former. When dry the horn was finished with either a decorative paper or a thin coat of plaster and paint.
