Victor Scroll-O record - means California pressing?

I came across a Victor Scroll-O 78 record -
does that mean it was pressed in California, is this unique?

No, not really unique, esp. here on the West Coast. Victor operated a pressing plant in Oakland Ca. as Wolfe pointed out. It was for easier distribution.
