I have Victor #18678 record, Joseph C. Smith's Orchestra, Love Nest.
Same label on both sides - 18678A. Is this an error?

Matrix number is 18678B on one side.

Yes, the disc number shows that that is an error. The other side should be "A Young Man's Fancy".
