A friend has had this record for probably 60 years now. It was supposed to be from a collection of a prominent St. Louis politician. It has Victor "Special Record" For private use only on the label as shown below. Any one know the history of these an why they would say for private use only? Its a Caruso with added orchestra update.

I think For Private Use basically means like not for retail sale or broadcasting.

It has the same catalog number as the red 'curtains label' issue of this record, featuring new orchestral dubbing with Nat Shilkret conducting.
