What type of metal polish for the tone arm?
I'm not sure what type of metal it is made of.

We'd need more information. What make and model is the machine the tone arm is on? A picture would be good as well.

Looks like nickel-plated pot-metal.
Could try hand-polishing with Flitz, Liberty Metal Polish, or the pink German stuff in a tube ( yellow & red box ... Simichrome ?).
Be careful not to drop and knock it on something while you're working on it - old pot-metal is delicate / brittle.
