Early Decca portables of the Dulcephone design usually have a simple outside turtable rim brake as pictured below. This brake was not exclusive to Decca and should be easy to find on eBay :

Mine should have a start stop which should look like the speed control and it also has the mounting points on the motor for the start stop mechanism.
