These are all good tips! FWIW, the two-spring motor on my VV-XI spins the turntable for over eight minutes on a complete winding, so your 4-3 definitely has greater potential than you're seeing---but you already suspected that.

Motors that have varying speed during play usually have some sort of damage to the drive gear. i.e. the drive gear is bent or has damaged teeth. Also note that if this motor has sat for a long time without play, the grease can build up in one spot of the drive gear and can also cause this effect.
