I am looking for suggestions on how to clean an lightly oxidized nickel plated horn. I will then polish it with Simichrome, but I am looking for an easy way to remove the oxidation that wont cause harm.

Dave, for light oxidation I've had good results with Nevr-Dull. It's cotton wadding soaked in a light metal polish. The wadding seems to provide a very light abrasive action, but not enough to cause scratching. It then polishes up nicely.

Try using Blue Magic polish. It is a lot easier on the plating than Nevr-Dull and doesn't smell like gasoline. I used to be a Nevr-Dull devotee but it tends to eat a bit more nickel than I'm comfortable with. Blue Magic is also a lot faster.

Just be sure you buff it with a clean, soft cloth, or you will have a nasty blue haze on there that you will have to wash off.

Blue Magic is the bomb... agreed!

Flitz also does a very nice job on oxidized nickel. It's kind of expensive, but it works great. Apply with a cotton cloth. It smells.
