I have a metal Edison horn with original paint that is dirty and oxidized.
I want to clean it up and perhaps get a shine out of it. What's the best course
of action without damaging the paint, decal, gold striping?

You can use a car wax and buff it with a soft rag. Avoid much pressure around the decals.

Try spraying windex onto a soft cloth or paper towel and wipe the horn before you wax. This should remove all the dust, dirt and grime and then the wax will give you a nice shine.
Same caution as above to be very careful around the decals as most cleaners can damage them.
