Yes, that's definitely Wyatt. I'm not 100% certain, but I believe this to be a promo picture from one of his early concert tours where he performed a wide variety of Vernon Dalhart songs. Too bad there is no (known) video of any of the performances.

Looks like Mr. Meeker to me, Ramona Baker though would know for certain. I actually use a similar voice when I announce my cylinder records.
