I think I got mine from somebody named Bountiful antiques on eBay the other one listed on eBay was the wrong taper. So be careful check on a junk record first. It was well worth the 40 something dollars on one strip of sandpaper that came with it I did over 500 records easily and you can replace the Sandpaper with some from Menards for a couple bucks

I believe he is using it as a form to repair plaster from damaged cylinders. Waiting to hear his progress.

Missing?
I need a reamer. I roll dough with it.. ;)

Thanks for the heads up on the eBay ones. I don't want to throw $45.00 for the reamer and $12.00 for the sanding strips into this little project.
I am reforming the actual cylinder composite plastic. Then I will refill the plaster and groove it.

Kirk, Bear in mind that the celluloid collapses in the area that there is plaster loss. You will end up with flat spots unless you have a method of applying pressure to expand the plaster. That is based on partial plaster loss repairs. For full plaster replacement you will most likely end up with reduced diameter of the cylinder overall.
Just my 2 cents input.
Good luck
