Did this governor have ball bearings?

A double spring HMV motor from 1913 (there´s a thread called "what would you do" under european about the machine, I don´t understand how to paste it here)and I´ve cleaned the motor, had the springs out and cleaned and greased them.

Still the motor is not as strong as one would expect - there seems to be something slowing it down. It´s in generally good shape.

My question: does anyone know if the governor had small ball bearings? It´s hard to tell by looking and I´ve seen nothing fall out.

No ball bearings but it should have a little end play when assembled. Jerry B.

I spy one in there, probably stuck with gummed oil

There is a ball bearing in there. It is extremely small. I've replaced them before because the old one was rusty.
