Interesting reproducer

Has anyone ever seen a reproducer such as this? It came on a Reklamophon but is probably a later addition. It has an interesting volume control which hardly does anything. Any idea where it was made?

I like it, and wonder why the old gasket (?) seems to be in place.

The 2 gaskets seem to be necessary to separate the mica diaphragm from the backing with the holes to allow the backing to rotate to make the "volume control" to function.
