It's true they have the Victor "V" logo, but there are no grooves/cylinder spaces to lock or unlock a Victor cylinder. Maybe they could be used as blanks to cut a new key from an old one?

I think these were a dictation format a lot like the GE Play-Talk which used a magnetic disc head to record and playback sound. Well (wiping egg from face), I should have checked the horn. To Soundgen, I disassembled the entire tonearm and fished a wire through it to ensure nothing untoward was lodged there.
