The height of the horn does matter - insofar as it can make it more inconvenient to get your ears on axis with the horn. But what is the purpose of the dome? If it is to protect the diaphragm from damage through excessive displacement, then it needs to face in. Can anyone explain what it's for if it's facing the other way?

If the governor axle is offset from the centre of the brass sleeve, its position can be altered by loosening the locking screw and rotating the brass sleeve. Would PLA printer plastic (or ABS for that matter) work for this if I could design or scan one that would fit? Would there be any audible difference between aluminum? and, finally, would any hollow cavities inside the adapter be bad, or good? I've been mainly using PLA for the 3d printed soundboxes...
