They must be reasonably well made to survive the ordeal of unsupervised use by children. Or perhaps they were things like automaton wind-up figures, expensive toys which sat on shelves out of reach and only came down for supervised use.
Here is one being demonstrated by a Swiss collector. I don't know if wow and flutter was endemic to them when new, but with the small motor and small governor and with age and use, there is such now.
