Mainspring tool

Found this surfin' the 'Bay. We have had several discussions in the past regarding mainspring installation and removal. This seller found the tool along with a couple of mainsprings and is not sure what it is.

So, is it for the removal or installation of a mainspring?
Why do we need signatures when we are on a first avatar basis?

Yes, a hand vise.... but it could be use to hold onto one end of the spring for installation/removal i suppose....

Overkill for removal -- just a pair of pliers will do! Not needed for install.
