Weird paper found inside Victor?

Weird paper found inside Victor?

I posted earlier today about a Type E that I recently bought and when I opened it up I found this ripped piece of paper inside with tread-looking imprints on it. It has the date “1938” in the bottom left of one side and “THE” on the bottom right of the other. Was this something someone put in after a repair at one point?

Looks like it was passed through the gears a couple of times. I wonder why?

Perhaps some past owner's attempt to clean the gear teeth, or check the lash?
