Which Radiola in a Victor Borgia I

Which Radiola in a Victor Borgia I
I have come across two Victor Borgia I units and both had Radiola 25 radios installed in them and every Borgia II I've seen had a Radiola 28 installed. All of the documentation I've read indicates that the Borgia I should have had a Radiola 28. Is it possible that 25's were installed in Borgia I's from the factory?

Every Borgia I (9-3) I’ve come across has contained a Radiola 28. The definitive place to research this is in the Victor Talking Machine Company, Managing Committee minutes, Vol. 1 (1924-1926). It is available on-line for free viewing at this link.

A brief search for 9-3 and Borgia in Volume 1 did not find any mention of using the Radiola 25
