What year is this record index from? It kind of resembles the motif of the 1928 record catalog. Hoping it's appropriate to place in my 8-9 Orthophonic.

I just missed one of those on eBay not too long ago, and I believe you are exactly correct. It also is very similar to the promotional 6 sleeve record albums that came out the same time as the new "Scroll" label.

The Victor record index booklet is absolutely correct for your 1928 machine. Here is the full ensemble that would have accompanied the Victor 10-35 Automatic changer. Also included are two of the inspection/warning string tags, a 60 Hz strobe and the original envelope with string closure.
