Just stumbled in this record from a pile I bought I don't remember when. I also found a short Pathé screening of the actual contest in here https://www.youtube.com/watch?v=bvzoB-6GBQ4, which identifies the winners as British pair Jack Wells and Renee Sissons, but unfortunately there is no sound evidence that the music on the record was actually played there.
The music Joseph! Joseph! is old as Metuselah, and classified as a quick-step for contest purposes, although in 1939 the more fashionable dance was evidently the goose-step. The other side has a tango.
