Mystery label.

I have never seen this label on a cylinder box lid before. I assume that it refers to the removal of the wartime ban on the importation of all talking machines and products, which the British Government introduced in March 1916 and lifted in June 1919.

Could it be this ?

Maybe something similar applied to cylinders ?
