I did find a government agency that uses the USCO initials - US Codex Office. They are part of the USDA and their mission includes global outreach to establish international food safety and production standards. Perhaps in their earlier history - WW2 to ~1959 - this outreach included care packages with such niceties as oil lamps and phonographs with records. The fact that it was non-electrical also sorta indicates more rural or remote audience. Who knows...
