The single faced records you have appear to be test pressings. But according to the DAHR, it looks like it was never issued in the US. It may have been in Canada however.

Note issues up to OGF29 and a Canadian Victor 120,000 series disc is listed as issued.
Yours is OGF55 which fits at around 1940.

I had considered it being a Canadian pressing, but was thinking it wasn't because of the RCA backplate.
However, I looked through the small number of Canadian Victors I own. I did find one (not the Gracie Fields) from the 120K series, and discovered that the label does state "RCA Victor Company Ltd. Montreal". This seems to indicate that my record could very well be a Canadian test pressing and clear up the mystery.
