The "True note" stroboscope app downloaded to an iphone also works very well.

Alas I cannot second these sentiments, and goodness knows how I wish I could. Strobily works fine only on some smartphones; on others it flashes almost rendomly and is totally useless. I have even tried to cooperate with the developer and try to fix the issue, but he said that some OS and/or cellphones require complex software negotiations between priorities, and that quite often the flashlight has a very low priority and is not activated in due time.
If anyone knows of any other tested + working stroboscope app, I'd be very happy to try it!
As a side note, a very cheap and very effective stroboscope lamp can be made with a "true" neon bulb lamp for signalling or votive appliances. These are operated at 220V standard mains line. The difference with ordinary incandescence bulblamps is that the dark/light cutoff is extremely sharp with neon discharge lamps, and thus the strobe dots are in turn rendered extremely sharp and visible. I always carry with me this simple setup when I'm out "deejaying" with gramophones.

Strobily. Working fine on Galaxy 21s Galaxy 8s
I will note that it's easy to initiate a S.U. error if you don't completely understand the app, it's not ultra clear. At first I too encountered an S.U. error, but then I learned how to work it. Yes, I was the S.U.

My audio studio has a fluorescent lamp along with others. When on, it works great with a printed disc on the turntable.

Be aware that an old neon socket test light (those are everywhere for pennies) is also flashing at mains frequency of 60hz or 50hz
Just stick the ends in an extension cord and shine on the strobe disc.
