"The most influential popular singer since records exist" -- Gene Austin, who more or less invented the modern style of singing (crooning--no belting it out from the diaphragm, old-school pre-electrics live theatre style, because that just doesn't work with a close mic), might have better claim to that title. He was the older generation inspiration for Bing, Sinatra, Como, and others of their era. Rudy Vallee might also have some claim, as well, as another proto-crooner, but he wasn't as directly influential on the big three, Bing, Frank, and Perry.
Wikipedia says: Austin's 1927 "recording of "My Blue Heaven" sold over 5 million copies and was for a while the largest selling record of all time."
