Removing a Talk-O-Phone Elbow

I want to remove a Talk-o-Phone elbow from one horn, and install it onto another. Does anyone know how to remove the elbow from the old horn safely? I think that these were press-fit, with a cone-shaped piece on the inside of the horn, but they may have been screwed on. Either way, the elbow won't budge.

The inner sleeve threads into the outer sleeve. Run some penetrating oil under the sleeves, then twist the outer sleeve, (aluminum elbow), to unscrew. The inner sleeve won't spin inside the horn, it catches on the seam running inside the horn.
