Looking to purchase one that came out of a Victor 9-55 or similar model.

What you may be experiencing is open resistor sections. (besides you have to first clean all of the connections on the top and the wiping arm.) See the attached PDF indicating resistance of each section between the stepping pads. You can add the resistors externally soldering to the sides of the pads after thoroughly cleaning the brass. You can also open it up and rebuild with modern resistors inside but that is a chore.
