Uncleanable grime on cylinder

I recently got a few 2 minute indestructible that have all played played beautifully and are in wonderful condition, with the exception of this one which has this brown crust on one side. I tried soapy water and even a toothpic to try and get some of this off, but it won't budge. If anyone has any ideas of what I could use to get this off without damage to the cylinders let me know.

It looks like something ate through the celluloid and is not just on the surface. From your pic, this one is toast...

The way that's lined up makes me think the cylinder is either cracked or deeply scratched and someone tried to "repair" it with some kind of wax. I don't think you'll be able to salvage this one.

Try some CLR. It looks like a calcified residue from water

I agree with possible water deposits. Vinegar may help.
