Looks like a very nice Victor V. I recall seeing it advertised, but don't recall seeing anything in the photos that I didn't like about it. I did think that the price was fairly high however. Maybe you've negotiated a better deal? Hope so.

Here's some information about this model -- http://www.victor-victrola.com/Victor%20V.htm
It's hard to judge the overall condition, because only one side is shown, but it seems to an "as found" model. The Exhibition sound box will definitely have to be rebuilt with new rubber gaskets, etc., and possibly the motor, if it hasn't been overhauled recently.
The fact that it has an oak horn helps the value. About 15 years ago, a Victor V with an oak horn would sell for 3-5+ thousand dollars, but I'm not sure what the market is today--probably at least a couple of grand, again, depending on its overall condition.

For that price you should be able to buy a picture perfect Victor V in original shape with a freshly serviced motor and rebuilt reproducer. My first impression of the photo you provided was quite a bit less than desired. The nickeled parts like the tone arm and horn elbow look dull and stained as does the crank. I my opinion you really can't re-plate just part of the bright parts or it looks like a marriage of parts. The finish looks like it should clean nicely. For the work needed the price should be considerably less, perhaps between $2000 and $2500. (My opinion only,)
