It's not on Blue Amberol, which means it's not on a period cylinder.
However, it was released by Electrophone, their very first release back in the 1980s.

I have the Electrophone issue on red vinyl; however, the sound quality on these is rather poor.

You ought to get in touch with Peter Dilg. I got that specific title in black plastic from him a couple years ago. Also got it then signed by Vince. There is a chance that he might have another left to part with. Sorry, don't have his contact info at hand but I'm sure someone here has. I would usually see him at the Wayne show, well, not last year, of course. 
Just in case you don't know: Even the black Electrophone cylinders must not be played with anything heavier than a Model O reproducer. It's much softer material than the ones that are available today.
