I've seen a lot of columbia governor weights with that stuff on them. I think they used lead, which can form lead carbonate (white lead) when exposed to wood vapors, especially oak.

That would explain their look! I wonder if you could weigh them and replace with a better . later weight.

Nope, not soap, some sort of felt. As for the weights, normal lead oxidation.
