Most Western New Yorkers have refused to knuckle-under to the Federal demands that we pay for a special license. Local participation is miniscule, which has wrecked the Fort Erie restaurant business. I used to go over for Chinese lunches, dinners, and grocery shopping every week. Haven't been over for 13 years. Canada will let us IN, but our own government will not allow us to return.
