That is basically the same indented horn on my tabletop VV-XI, it has the place for the motor to sit into, with the exception of the throat where the tone arm goes on.
I am under the impression that Victor was all over the map in the early years. Seems like they must have been doing a lot of transitioning of parts from various machines. What may have been "typical" for a model may have had a slight modification etc.
The bottom motor is mine, it is what is in my VV-XI tabletop...it appears to be the same as yours, the photo on the top is supposedly what is normally found in a VV-XI tabletop models, it seems the only difference is the double cut vs. quad cut gears.
