This is exactly what Hoppe's #9 does. Only one layer at a time.

If the wood graining was done with shellac (anyone know?) then the black paint can be attacked by solvents that don't dissolve shellac. For example, I like to use mineral spirits to wet-sand my imperfect shellac applications. Just a thought.
