I think it must be a wine rack otherwise I don't see the point of the holes in the panels. I would suggest that these panels with the holes have moved or are adjustable or are now placed in upside down.

Okay then, how do you account for there being 24 holes in the back panel, (adjustable or not), and 60 spaces for supposed wine bottles?

That is a very ingenious design! It is absolutely a cylinder rack but may have been designed more for dictaphone cylinders. Who knows for sure. I do like it though.
