Disassemble, thoroughly clean and re-lubricate the motor first at all bearing points. Make sure the tone arm moves smoothly and freely at all points. Then check back here.

Thanks everyone. I have been printing out resources and will start on this project. (possibly even buy the book).

Travis, I have a VV-XIV and hope I can help a bit here.
The platter scraping might be caused by a loose platter center spindle. Check to see if it is secure. Mine was loose so I was able to secure it and the wobble was gone along with the scraping. Also removed the platter and there are 3 large screws on the motor board top. Be sure they are tight and snug.
Also machine oil the governor and speed regulator pads as well as all the smaller gears. Large gears use grease or vaseline (from what I have been told).
Let her run for a bit and then try again!
