I don't believe the solder idea would work. First of all the solder is too soft and would quickly deform under use and second, it would be hard to achieve a perfect fit as you would have to hold both the pin and shaft absolutely motionless while the solder cooled.

What is probably needed is to contract an expert machinist that could measure the diameter of the pins accurately and fabricate a new bullet and plate with the proper sized holes. Should not be too challenging for an experienced machinist with the proper training and tools. But for the rest of us, it will remain a mystery.

Probably the best way to solve it is to find a good machine, or a good friend with a good machine and try swapping parts to see if there is one or more items that are responsible then look to replace that.
