If it has fibre washers in the part marked "a", dont oil it there because the fibre washers need to grip not slip. The other pivot points should be safe to lightly oil though.
I haven't seen a brake exactly the same as this, but all adjustments will be done via the 2 screws marked "b & c".
I'd try adjusting each screw one at a time to see what effect it has on the braking system, & that should give you an idea which way you'll have to adjust them.

Shane thanks for that helpful diagram. I tried adjusting the screws and haven't had any luck. I made a video, maybe
this can show some more insight. By design, it just does not seem possible to operate on an automatic basis.
